The purpose of the safety valve is to make sure that no gas is released until the igniter gets enough power to ignite the gas range. The purpose of the pressure regulator is that it automatically cuts off the flow of gas at a certain pressure.
Burner valves are attached to the main gas line. When the switch is turned the gas then flows into a tube that mixes with air, creating the appropriate mixture for combustion.
